Prohibits health care providers licensed in Minnesota from providing gender transition medical services to patients under 18 years of age, including puberty-blocking drugs, cross-sex hormones, and gender reassignment surgery.

Prohibits physicians from performing gender reassignment surgery on any person under 18 years of age; violations are considered unprofessional conduct subject to disciplinary action by health-related licensing boards.

Establishes civil penalties of up to $5,000 per violation and a statute of limitations of 20 years from the age of majority for causes of action related to these services.

Creates an exception for minors under 18 born with a medically verifiable genetic disorder of sex development, as determined by a physician through genetic testing.

Allows continuation and completion of gender transition medical services and gender reassignment surgery that began before the effective date of the law.
