Extends the expiration date of fire state aid allocation provisions for the City of Austin from July 1, 2019 to July 1, 2020.

Requires Austin to annually allocate fire state aid by first determining the amount needed to fund volunteer firefighters' service pensions under the Austin Parttime Firefighters Relief Association bylaws.

Directs Austin to transmit supplemental state aid and fire state aid to the Relief Association to cover the difference between pension funding needs and supplemental aid received.

Allocates remaining fire state aid to cover employer contribution requirements for firefighters covered by the public employees police and fire retirement plan.

Exempts the City of Austin from liability to the relief association for payments made from fire state aid during 2013 through 2018.
