HF50 Summary

• Prohibits drivers from using wireless communications devices to compose, read, or send electronic messages; engage in cellular phone calls (including video calling); or access video content, audio content, images, games, or software applications when a motor vehicle is in motion or part of traffic.

• Allows hands-free, voice-activated use of wireless devices to initiate or participate in phone calls and to initiate, compose, send, or listen to electronic messages without holding the device.

• Permits use of GPS/navigation systems and audio content without typing or scrolling, and without holding the device with hands.

• Establishes exceptions for emergency situations including reporting accidents, medical emergencies, serious hazards, crime prevention, and use by authorized emergency vehicles in official duties.

• Sets penalty for second or subsequent violations at $275 and becomes effective August 1, 2019.
