Repeals Minnesota Statutes 2018, section 471.9998, which prohibited local political subdivisions from banning plastic, paper, or reusable bags.

Allows cities, counties, and other local governments to enact their own ordinances governing merchant bag use after repeal takes effect.

Removes the state-level restriction that required merchants to have the option to provide customers with paper, plastic, or reusable bags.

Takes effect the day following final enactment.
