• Nonresident districts must transport nonresident pupils within district borders and may transport pupils within the pupil's resident district only if both districts have a written agreement complying with section 124D.03, subdivision 8.

• Nonresident districts must notify resident districts in writing of their decision to transport pupils within the resident district, and failure to comply results in aid adjustments.

• Achievement and integration district transfer applicants may submit applications at any time for enrollment beginning at any time, rather than by the standard January 15 deadline.

• Nonresident districts must provide parents written information about transportation options when notifying them of accepted applications, including details about within-district and out-of-district transportation.

• Districts that transport nonresident pupils within a resident district without a valid agreement or in violation of an agreement face general education aid reductions equal to 4.66 percent of the general education basic formula allowance plus the per pupil transportation sparsity allowance.
