• Limits the state chief information officer's sole duties to providing centralized IT support services to state agencies, developing IT policies and standards, and assisting with short-term and long-term IT strategic plans.

• Requires all state information and telecommunications technology projects to be developed, designed, and built through vendor contracts selected according to state procurement requirements in Minnesota Statutes chapter 16C, unless money is expressly appropriated to the chief information officer for a specific project.

• Mandates the state chief information officer draft legislation in consultation with the revisor of statutes to clarify and reorganize Minnesota Statutes chapter 16E and related laws concerning state IT services and the Office of MN.IT Services duties.

• Requires submission of the draft recodification legislation to chairs and ranking minority members of house and senate committees with jurisdiction over state government finance no later than January 15, 2020.

• Takes effect the day following final enactment, with project restrictions applying to IT systems and services projects newly approved for development on or after the effective date.
