Appropriates $5,000,000 from bond proceeds to the Minnesota Amateur Sports Commission for ice facility grants prioritizing indoor air quality improvements and R-22 refrigerant elimination projects.

Authorizes the Commissioner of Management and Budget to sell and issue up to $5,000,000 in state bonds to fund the appropriation.

Increases grant limits for R-22 elimination projects from $50,000 to $250,000 for indirect cooling systems and from $400,000 to $500,000 for direct cooling systems.

Establishes priority criteria for grants including proposals from multiple local government units, indoor air quality improvements, construction of multiple ice sheets, and reserving 50 percent of prime ice time for female groups.

Requires 50 percent of grants be awarded to greater Minnesota communities and provides for facilities to accommodate female youth hockey, family skating, and non-competitive community use.
