Amends Minnesota Statutes section 353.01, subdivision 16 to modify "allowable service" definitions for the Public Employees Retirement Association and adds two new sections allowing military service credit purchases.

Creates section 353.014 establishing "federally protected military leave" allowing members to purchase service credit for uniformed service absences if they return to public service within required timeframes, with employer and member contribution requirements and interest calculations.

Creates section 353.0141 establishing "other military leave" allowing members with at least three years of service credit to purchase service credit for uniformed service that occurred before public employment or that they failed to obtain credit for previously, with application requirements and payment determined under section 356.551.

Prohibits service credit purchases for members with dishonorable discharge, bad conduct discharge, or other than honorable separation conditions in both sections.

Establishes maximum service credit purchase of five years unless longer period required under federal law (United States Code, title 38, section 4312), with proration provisions if full payment is not made.
