Permits parents whose parental rights were terminated to petition for reestablishment of the legal parent and child relationship, in addition to county attorneys who previously held exclusive petition authority.

Requires petitioning parent to pay filing fees (waivable under chapter 563) and notify the responsible social services agency 45 days before filing using a commissioner-created form.

Increases the minimum foster care duration from 36 to 48 months before reestablishment can be considered, and requires the child to be 15 years of age or older at petition filing.

Establishes detailed petition requirements including petitioner's rehabilitation efforts, how conditions leading to termination were corrected, and all prior requests for reestablishment, signed under oath.

Authorizes courts to issue written orders barring subsequent petitions for a specified period after denial, with written findings and best interest evaluation.
