Appropriates $10,000,000 from bond proceeds to the Metropolitan Council for grants to cities in the metropolitan area for capital improvements to municipal wastewater collection systems to reduce inflow and infiltration.

Grants cover up to 50 percent of mitigation costs for cities identified as excessive inflow and infiltration contributors or with measured flow rates within 20 percent of council-determined limits.

Metropolitan Council must award grants based on city applications that identify eligible capital costs and include timelines for inflow and infiltration mitigation construction, following council-established guidelines.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $10,000,000 to provide the appropriated funds, pursuant to Minnesota Statutes sections 16A.631 to 16A.675 and Minnesota Constitution article XI, sections 4 to 7.

Takes effect the day following final enactment.
