Eliminates per diem living expense payments to Minnesota legislators during regular and special legislative sessions.

Removes language authorizing per diem payments as determined by the senate for senate members and the house of representatives for house members.

Limits legislator compensation to: salary set by the Legislative Salary Council, state insurance contributions, retirement plan contributions, and augmented salary for leadership positions.

Allows reimbursement for reasonable and legitimate expenses under existing statutory provisions and house or senate rules.

Effective date of July 1, 2020.
