Appropriates $5,500,000 from the bond proceeds fund to the commissioner of employment and economic development for a grant to the city of St. Paul for renovating and expanding the International Institute of Minnesota.

Project scope includes remediation of contaminated soil, renovation of the existing building, construction of an addition, and furnishing and equipping the facility.

Funding is contingent upon the commissioner of management and budget confirming that at least $5,500,000 in matching nonstate funding has been committed to complete the project.

Prior expenditures on real property acquisition, environmental testing and remediation, predesign, and design work count toward the required nonstate contribution.

Authorizes the commissioner of management and budget to sell and issue state bonds up to $5,500,000 to fund the appropriation, effective the day following final enactment.
