Appropriates $1,799,000 from bond proceeds to the Commissioner of Employment and Economic Development for a grant to Hennepin County for phase 1 of the Avivo regional career and employment center project in Minneapolis.

Phase 1 funding covers geotechnical and environmental investigation, permitting, demolition, site work, and predesign and design of building renovation and expansion.

Includes predesign and design for replacement or improvements to building systems on the Avivo campus, including HVAC, mechanical, electrical, and accessibility improvements.

No local match is required from Hennepin County.

Authorizes the Commissioner of Management and Budget to sell and issue state bonds up to $1,799,000 to fund the appropriation, effective the day following final enactment.
