Extends the Minnesota premium security plan funding operation by changing the state fund transfer deadline from June 30, 2021 to June 30, 2025.

Requires the Minnesota Comprehensive Health Association board to submit quarterly reports on plan operations and annual reports summarizing plan operations for each benefit year to the commissioner, legislative committees, and the public.

Specifies seven categories of information that must be included in submitted reports: reinsurance parameters used, metal levels affected, estimated claims payments by exchange status, estimated reinsurance payments by plan type, appropriated funds, total reinsurance payments to carriers, and administrative and operational expenses.

Maintains spending caps of $271,000,000 for benefit year 2018 and $271,000,000 for benefit year 2019 for operational, administrative, and reinsurance costs.

Authorizes the commissioner of management and budget to use any remaining funds in the premium security account at the end of benefit year 2019 to continue the premium security program through benefit year 2022.
