Allows the Racing Commission to continue operations using receipts from the racing and card playing regulation account if a biennial appropriation is not enacted, up to the amount authorized in the second year of the most recently enacted biennial appropriation.

Provides that money from veterinarian services, stewards, medical testing of horses, and regulatory service fees deposited in the racing reimbursement account are appropriated to the commission to pay all costs necessary for regulatory oversight duties under chapter 240.

Creates an automatic appropriation from the general fund to the commissioner of management and budget for central accounting, procurement, payroll, and human resources functions supporting the Racing Commission if no appropriation is enacted by July 1 of an odd-numbered year.

Requires card club licensees to reimburse the commission for actual regulatory costs, including personnel costs, with amounts deposited in the racing reimbursement account and appropriated to the commission.
