Adds definition of "racing or gaming-related vendor" to include persons or entities that manufacture, sell, provide, distribute, repair, or maintain equipment or supplies used at Class A facilities, or provide services related to horse racing, simulcasting, pari-mutuel betting, or card playing.

Changes the racing commission's annual report requirement from every year to biennial reports, submitted on February 15 of odd-numbered years.

Extends the deadline for advance deposit wagering providers to pay regulatory fees and breeders fund fees from 7 days to 15 days after the end of the month in which wagers were made.

Directs fines imposed by the commission to be distributed as grants, contracts, or expenditures to support racehorse adoption, retirement, and repurposing programs.

Allows license holders to request contested case hearings for fines exceeding $5,000, with appeals required within 10 days by certified mail or personal service.
