Proposes an amendment to the Minnesota Constitution, Article I, to add Section 18 stating "The state shall make no law abridging the freedom of speech."

Amendment must be submitted to Minnesota voters at the 2020 general election and becomes effective January 1, 2021 if ratified.

Ballot question will ask: "Shall the Minnesota Constitution be amended to provide that freedom of speech is a fundamental right and shall not be abridged or denied?"

Official ballot title for the question is "Freedom of Speech Amendment."
