Authorizes any town of any size (not located in a metropolitan county) to conduct mail balloting at municipal, county, or state elections with no polling place other than the auditor or clerk's office.

Authorizes cities with fewer than 400 registered voters on June 1 of an election year (not located in a metropolitan county) to conduct mail balloting under the same conditions.

Allows municipalities to designate any precinct with fewer than 100 registered voters for mail balloting, subject to county auditor approval.

Permits voted ballots to be returned in person to any location designated by the county auditor or municipal clerk.

Becomes effective January 1, 2020, and applies to all elections conducted on or after that date.
