Allows pupils enrolled in career and technical education courses offered for secondary credit outside the regular school day to be counted as more than one pupil in average daily membership based on instructional hours received during the school year.

Calculates excess pupil count as the greater of zero or the ratio of total instructional hours to 1,020 hours for the school year.

Includes welding, manufacturing, construction trades, automotive and small engines, plumbing, and electrical as qualifying career and technical education courses.

Caps student counts at a maximum of 1.2 pupils in average daily membership under this subdivision and attributes hours occurring after June to the following fiscal year.

Amends Minnesota Statutes 2018, section 126C.05, subdivision 15, to expand the extended time pupil unit provisions to include career and technical education courses.
