Creates the Task Force on Missing and Murdered Indigenous Women to be appointed by the Commissioner of Public Safety in consultation with the Minnesota Indian Affairs Council by September 1, 2019.

Task force shall examine systemic causes of violence against indigenous women and girls, data collection methods, policies affecting investigations and prosecutions, violence reduction measures, and victim support services.

Task force membership includes two state senators, two house representatives, law enforcement representatives, county attorneys or judges, county coroners, one representative from each of the 11 federally recognized tribes, and four or more representatives from victim advocacy and service organizations.

Task force shall submit a report to legislative committees with jurisdiction over public safety, human services, and state government by December 15, 2020, including recommendations to reduce violence and help victims and communities heal.

Appropriates $100,000 in fiscal year 2020 and $50,000 in fiscal year 2021 from the general fund to the Commissioner of Public Safety to implement the task force, which expires December 31, 2020.
