H.F. No. 701 Summary

• Amends Minnesota Statutes section 473.123, subdivision 2a to establish staggered terms for Metropolitan Council members based on district numbers.

• Members representing odd-numbered districts have terms ending the first Monday in January of years ending in "1"; members representing even-numbered districts have terms ending the first Monday in January of years ending in "3."

• Following initial staggered terms, all council members serve four-year terms with terms ending the first Monday in January, except terms expire upon effective date of next apportionment.

• Governor must appoint council members by the first Monday in March of the year in which the term ends.

• Effective for appointments made on or after January 1, 2020, and applies to Anoka, Carver, Dakota, Hennepin, Ramsey, Scott, and Washington counties; current members continue serving until successors are appointed.
