Requires each school board to adopt a written policy governing student use of mobile devices during regular school hours.

Defines "mobile device" as cellular phones, wearable devices, tablet devices, or other electronic devices with computing capability or Internet access, text messaging, e-mail, or digital voice service.

School board policies must promote students' emotional well-being and educational attainment, reflect differences between elementary and secondary school usage, and include disciplinary consequences conforming with existing student discipline statutes.

Commissioner of education must maintain and make available a model policy developed in consultation with school boards, teachers, school counselors, parents, students, and other stakeholders.

Schools must include the mobile device policy in the student handbook on school policies, effective for the 2019-2020 school year and later.
