Establishes a special education legislative working group consisting of 12 members: six house members (three appointed by speaker, three by minority leader) and six senators (three appointed by majority leader, three by minority leader), including chairs of education committees.

Working group must review special education service delivery models across school districts, charter schools, cooperatives, and nonpublic schools; compare state and federal special education laws; and analyze enrollment trends and student identification disparities.

Working group must analyze funding for special education services in nonresident districts, the 2013 statutory funding formula changes, section 504 plan usage, and prior recommendations from the 2013 Office of Legislative Auditor report.

Working group must submit a written report with findings and policy recommendations to the legislature by January 15, 2020, and must consult with interested and affected stakeholders during development.

Working group expires January 16, 2020, unless extended by law; the Legislative Coordinating Commission must provide administrative assistance and the Department of Education must provide technical assistance upon request.
