HF 714 Summary

• Expands restrictions on campaign contributions during legislative sessions to include three specific time periods: the day after a state general election through the end of the annual legislative session the following year; the entire annual legislative session in even-numbered years; and any special legislative session.

• Prohibits candidates for the legislature or constitutional office, their campaign committees, and certain political committees from soliciting or accepting contributions from registered lobbyists, political committees, political funds, or unregistered associations during the expanded restricted periods.

• Prohibits registered lobbyists, political committees, political funds, and unregistered associations from making contributions to legislative or constitutional office candidates and their committees during the times when recipients are prohibited from accepting such contributions.

• Repeals Minnesota Statutes 2018, section 10A.273, subdivisions 2 and 3, which previously contained separate restrictions on party unit solicitations and limited the definition of "regular session" to only annual session days.
