• Expands the prohibition on contributions during legislative sessions to include special sessions, which were previously not restricted.

• Applies existing contribution restrictions to special sessions beginning at 12:00 a.m. on the day the special session is scheduled to convene and ending at 11:59 p.m. on the day the special session adjourns sine die.

• Clarifies that registered lobbyists, political committees, political funds, and unregistered associations are prohibited from making contributions during both regular and special legislative sessions.

• Repeals Minnesota Statutes 2018, section 10A.273, subdivision 2, which contained a separate rule regarding political party unit solicitations at candidate-hosted events during regular sessions.
