Adds MFIP child-only cases as eligible for child care assistance (up to 20 hours per week for children six years or younger) when a child's primary caregiver has a mental illness diagnosis requiring intensive treatment or when the child needs a consistent caregiver, as recommended by a treating mental health professional.

Expands eligible services for children's mental health grants to include multigenerational mental health treatment and services designed to increase supportive caregiving for children with mental illness by parents or caregivers with mental illness.

Appropriates unspecified amounts from the general fund for fiscal years 2020 and 2021 to support child care assistance for eligible MFIP child-only cases and children's mental health grants for multigenerational treatment and early childhood mental health consultation.

Requires an independent evaluation of the effectiveness of multigenerational mental health interventions funded through the appropriation.

Directs early childhood mental health consultation grant funding to be distributed proportionally among current grantees based on the number of regions served.
