Eliminates the ability for 16-year-olds to marry with parental or court consent, raising the minimum marriage age to 18 years old for all parties in Minnesota.

Prohibits civil marriages where both parties have not attained the full age of 18 years, and voids such marriages recognized by other states or foreign jurisdictions unless neither party was a Minnesota resident at the time.

Requires both parties applying for a marriage license to present proof of age to the local registrar, which may be established through birth certificates, government-issued identification, or official records containing date of birth.

Removes the requirement for minor consent forms and judge approval procedures that previously allowed marriages for 16-year-olds.

Effective August 1, 2020, applies to all marriages entered into on or after that date.
