Expands early learning scholarship eligibility by increasing the maximum age from five to six years old on September 1 of the current school year for children not yet enrolled in kindergarten.

Extends sibling eligibility from birth to age five to birth to age six when the sibling attends the same program as a scholarship recipient.

Requires children who receive a scholarship to continue receiving it each year until they are eligible for kindergarten, as long as funds remain available.

Maintains family income eligibility requirement at 185 percent of federal poverty level or documentation of participation in specified assistance programs including free and reduced-price lunch, Head Start, and foster care placement.

Takes effect July 1, 2019.
