Establishes the Cultural and Ethnic Communities Leadership Council for the Department of Human Services to advise the commissioner on reducing racial and ethnic inequities and disparities in Minnesota, with the council continuing until such disparities no longer exist.

Council consists of legislative committee chairs and ranking minority members plus 15-25 members appointed by the commissioner in consultation with county, tribal, cultural, and community organizations, with priority given to public members of legislative councils of color.

Council membership must include representatives from racial and ethnic minorities, American Indian community (minimum two members), advocacy groups, service providers, program participants, faith communities, and Department of Human Services employees.

Commissioner must actively engage with the council, maintain equity policies, identify rules needing revision, implement culturally responsive service models, and address the council at least twice annually on departmental equity progress.

Council must submit annual reports by February 15 of the second year of each biennium detailing council activities, major problems facing racial and ethnic groups accessing services, recommendations for policy improvements, and updated equity initiatives and implementation plans.
