Appropriates $500,000 in fiscal year 2019, $750,000 in fiscal year 2020, and $750,000 in fiscal year 2021 to the Board of Water and Soil Resources for cost-share grants to residential landowners to convert lawns to native vegetation and pollinator-friendly plants.

Appropriates $750,000 in fiscal year 2020 and $750,000 in fiscal year 2021 to the Board of Water and Soil Resources for cost-share grants to cities, counties, and public schools to convert lawns at their properties to native vegetation and pollinator-friendly plants.

Grants cover up to 75 percent of project costs, or up to 90 percent in areas identified by the United States Fish and Wildlife Service as having high potential for rusty patched bumble bee presence.

Board must establish grant criteria, which are not subject to Minnesota's rulemaking provisions or administrative procedures.

All appropriations are one-time only and available until June 30, 2021.
