Urges the President of the United States and Congress to designate a state funeral for the last surviving World War II Medal of Honor recipient, including the option to lie in state in the U.S. Capitol rotunda.

Notes that 353 Americans received the Medal of Honor during World War II, with only four surviving as of the resolution's introduction: Charles H. Coolidge (Tennessee), Francis S. Currey (New York), Robert D. Maxwell (Oregon), and Hershel Woodrow Williams (West Virginia).

Establishes that the Medal of Honor is the highest U.S. military decoration, awarded to those who distinguish themselves through conspicuous gallantry and intrepidity above and beyond the call of duty.

Directs Minnesota's Secretary of State to transmit copies of this memorial to the President, Congress leadership, Senate and House Veterans' Affairs Committee chairs, and Minnesota's congressional delegation.
