School board appointments to fill vacancies become effective 30 days after board adoption of a resolution, subject to voter petition procedures.

A petition signed by at least 5 percent of voters from the most recent state general election can reject an appointment within 30 days; if valid, the board must name a new appointee.

Removes requirement for special elections to fill board vacancies; appointees now serve the remainder of the unexpired term instead of only until an election.

Special elections are only held if the vacancy occurs more than 90 days before the first Tuesday after the first Monday in November, unless occurring in the third year of the term.

Effective August 1, 2019, and applies to vacancies created on or after that date.
