Authorizes cities, towns, and counties to charge a recreational facilities fee on property to finance the construction, reconstruction, repair, and maintenance of parks, trails, playgrounds, and recreational complexes including sporting fields.

Requires fees to be kept in a dedicated account separate from other governmental funds and used only for facilities specified in an adopted parks and trails plan.

Allows governmental units to establish the fee either by ordinance after a public hearing or by voter approval, with the option for continuous or time-limited fees.

Permits fees to be charged equally on all property or proportionally based on property value, with collection and enforcement handled through property tax statements as special assessments.

Becomes effective for fees payable in 2020 and thereafter, and does not prevent governmental units from using other financing methods in addition to or instead of the recreational facilities fee.
