H.F. 875 - Clean Water Legacy Act Amendments

• Modifies financial assistance provisions to allow the Board of Water and Soil Resources to award performance-based, watershed-based, or program-based grants on an advanced basis with flexible local match requirements for water management implementation.

• Establishes comprehensive watershed management plans and comprehensive local water management plans as alternatives to separate TMDL implementation plans and WRAPSs when the Pollution Control Agency commissioner determines they contain sufficient information meeting federal Clean Water Act requirements.

• Aligns water planning across chapters 103B, 103C, 103D, and 114D by creating a systematic, watershed-wide approach and allowing comprehensive local water management plans to serve as substitutes for traditional comprehensive plans and watershed management plans.

• Requires the Pollution Control Agency commissioner to coordinate WRAPS schedules, budgets, scope, and processes with the Board of Water and Soil Resources and local government units to ensure effectiveness and accountability in achieving water quality goals.

• Allows the Board of Water and Soil Resources to establish alternative timelines and content for nonpoint source priority funding plans and to use information from comprehensive watershed management plans to estimate costs.
