Amends Minnesota Statutes 2018, section 151.19, subdivision 1, to modify pharmacy licensure requirements in Minnesota.

Out-of-state pharmacies dispensing medications to Minnesota residents must maintain separate licensure and comply with Minnesota law and rules, in addition to federal law requirements.

Out-of-state pharmacies must provide toll-free telephone service at least six days per week for a minimum of 40 hours per week to facilitate patient communication with pharmacists who have access to patient records.

Out-of-state pharmacies must agree to dispense medications to long-term care facility residents in unit-dose packaging upon request or comply with alternative packaging standards specified in section 151.415, subdivision 5.

Exempts manufacturers, wholesale drug distributors, and third-party logistics providers engaged in distributing dialysate and devices for home peritoneal dialysis from pharmacy licensure requirements if specific conditions are met, including pharmacy oversight of prescriptions and maintenance of records for three years.
