Pharmacists may dispense non-Schedule II prescription drugs without practitioner authorization if the patient has consistent drug therapy records, the pharmacy has a record of the original prescription, the pharmacist cannot reach the prescriber, and professional judgment determines the drug is essential to sustain life or continue chronic condition therapy.

Emergency refills are limited to a 30-day supply or the standard unit of dispensing if it exceeds 30 days, and may only be provided once per patient per 12-month period.

Pharmacists must notify the prescribing practitioner within 72 hours of dispensing an emergency refill and maintain records of the dispensed drug in the same manner as prescription drug orders.

Amends Minnesota Statutes to add dental therapists to the definition of "practitioner" for purposes of section 151.211, subdivision 3, which governs emergency prescription refills.
