Individuals who properly complete applications for a new or renewed Minnesota driver's license, instruction permit, or identification card and are eligible to vote under section 201.014 must be automatically registered to vote unless they decline.

Driver's license application forms must be modified to include all information required for voter registration and include a box for applicants to decline registration.

The Commissioner of Public Safety must transmit applicant information daily by electronic means to the Secretary of State, who determines voter eligibility and transmits registrations to county auditors.

Applicants under 18 years of age are not registered until they turn 18, and applications submitted during the 20 days before an election do not become effective until the day after the election.

The Secretary of State must absorb all implementation costs using existing appropriations, and automatic voter registration cannot begin until both the Commissioner of Public Safety and Secretary of State certify their respective systems are tested and operational.
