Appropriates $850,000 in fiscal year 2020 and $650,000 in fiscal year 2021 from the arts and cultural heritage fund to the Minnesota Humanities Center for grants to the Minnesota Children's Museum and Minnesota Children's Museum of Rochester.

Allocates $600,000 in fiscal year 2020 and $400,000 in fiscal year 2021 for arts, arts education, and arts access programs at both museums.

Provides $150,000 annually to engage communities across the state in playful learning initiatives.

Dedicates $100,000 each year to develop and fabricate a permanent STEM exhibit for the Minnesota Children's Museum of Rochester.

Requires that funding for the Minnesota Children's Museum of Rochester's STEM exhibit be provided under a separate grant agreement from the grant agreement used for the Minnesota Children's Museum.
