Requires P-TECH schools to deliver five core benefits: cost-free rigorous education in grades 9-14, workplace learning with industry mentoring and internships, individualized academic support, opportunity to earn an associate's degree, and job placement commitment with participating business partners.

Mandates programs develop career pathways beginning in grade 9 that integrate high school and two years of postsecondary career and technical education, culminating in an associate's degree.

Appropriates funds from the general fund to the commissioner of education for fiscal years 2020 and 2021, with a base amount set for fiscal year 2022.
