Allows county boards to appoint county auditors, treasurers, recorders, and combined auditor-treasurer positions without requiring a referendum in specified circumstances.

County boards may only appoint these offices when: (1) a vacancy exists; (2) the current officer notifies the board they will not file for re-election at least 104 days before the filing deadline; or (3) a signed contract exists requiring appointment with retained tenure, pay, and benefits.

Requires county board approval by at least 80 percent of members and mandates two weeks of public notice before adoption, with public comment opportunity at a regular meeting.

Protects previously elected officers from involuntary demotion or discharge except for incompetency or misconduct, with right to arbitration hearing and cost-sharing provisions.

Allows counties to revert appointed offices back to elected positions after at least three years if approved by 60 percent of county board members or by voter petition and majority referendum vote.
