Establishes escort vehicle requirements for overdimensional loads based on width and length, allowing either licensed peace officers or certified escort drivers to operate escort vehicles.

Modifies temporary vehicle permit display requirements by allowing permits to be affixed to the rear of vehicles where license plates would normally be displayed, effective January 1, 2021.

Creates interim inspection certificates for new and used school buses sold by dealers, valid up to 12 months, allowing dealers to conduct inspections and issue certificates at no cost.

Requires school bus drivers to activate warning lights and stop arms when delivering food, supplies, or schoolwork to students during the COVID-19 peacetime public health emergency period ending no later than January 31, 2021.

Authorizes mental health identifiers on driver's licenses and identification cards upon written request, and requires commissioners to report all federal COVID-19 funding expenditures to legislative committees by February 15, 2021, and annually thereafter.
