Proposes amendment to Minnesota Constitution, article IV, section 17, to strengthen the single subject requirement for laws, requiring that no law embrace more than one subject expressed in its title.

Prohibits amending a bill's title after introduction in the legislature unless the amendment reflects changes that further limit the scope of the bill.

Provides that if the state supreme court deems a portion of the biennial budget bill unconstitutional for violating the single subject requirement, funding for the affected portion continues at 95 percent of the previous biennium's level until new legislation is enacted.

Requires submission of the proposed amendment to voters at the 2020 general election with the question: "Shall the Minnesota Constitution be amended to strengthen the requirement that enacted laws contain only one subject?"
