Defines "bikeway" to include bicycle lanes, paths, shared use paths, routes, and similar facilities, regardless of whether designed for exclusive or shared use with other transportation modes.

Requires motor vehicle operators passing bicycles to maintain a minimum 3-foot clearance distance or one-half the width of the motor vehicle (whichever is greater), or completely enter another lane while passing.

Allows bicycle operators to ride away from the right-hand curb or edge when overtaking other vehicles, preparing for left turns, avoiding unsafe conditions, operating on roadway shoulders or in bicycle lanes, or operating in right-hand turn lanes before intersections.

Permits bicycle operators to cross intersections from dedicated right-hand turn lanes without turning right, notwithstanding standard traffic signal requirements.

Allows electric-assisted bicycles to operate on roadway shoulders, bikeways, and bicycle trails where not otherwise prohibited.
