Establishes a Legislative Commission on Cybersecurity consisting of eight members: four senators (two appointed by majority leader, two by minority leader) and four House members (two appointed by speaker, two by minority leader).

Commission members serve two-year terms beginning upon appointment and expiring after the next regular legislative session in odd-numbered years.

Commission shall oversee state cybersecurity measures, review state agency policies and practices, recommend policy changes, and develop recommendations and draft legislation to strengthen cybersecurity infrastructure.

Commission must meet at least three times per calendar year; meetings are public under section 3.055 except closed meetings to safeguard cybersecurity with records sealed for eight years.

Commission sunsets December 31, 2028; initial appointments must be made by July 1, 2019 with first meeting convened by August 15, 2019 and at least two meetings required in 2019.
