Increases budget reserve account target from $1,596,522,000 to $2,074,733,000 when allocating positive general fund balances based on November forecasts.

Replaces clean water fund priority allocation with $100,000,000 appropriation to compensate the school trust lands account established in section 92.83, as required by section 84.027.

Requires the commissioner to allocate remaining available funds toward school trust lands compensation until the full $100,000,000 transfer is completed if initial forecast does not provide full amount.

Appropriates funds from general fund to commissioner of natural resources within two weeks after forecast release for the school trust lands compensation.

School trust lands compensation priority expires after the entire $100,000,000 transfer has been made.
