Establishes the Legislative Commission on Housing Affordability with 8 members: two senators and two representatives each appointed by their respective majority and minority leaders.

Appointments must be made by January 31 of odd-numbered years, with the first meeting convened by February 15; the commission chair alternates between a senate member and house member at the start of each odd-numbered legislative session.

Commission duties include defining housing affordability, studying construction and preservation of owner-occupied and rental housing, analyzing emerging issues affecting housing affordability and homeownership access, and reviewing policies to reduce homeownership equity gaps.

Legislative Coordinating Commission must provide administrative and research assistance to support the commission's work.

Commission expires June 30, 2023, with initial appointments required by June 1, 2019, and initial term ending in January 2021.
