Amends Minnesota Statutes section 120B.125 to require school districts provide military recruiters and representatives of skilled trades and manufacturing organizations the same access to secondary school students as provided to higher education institutions or prospective employers.

Encourages school districts to sponsor an armed forces career opportunity day each school year prior to the third Thursday of November, with invitations extended to recruiters from each branch of the United States armed forces.

Requires recruiters to be allowed to make presentations to all interested secondary school students at sponsored armed forces career opportunity days.

Maintains existing requirements that students develop personal learning plans by grade 9 that include exploration of education, college, and career interests, with plans reviewed annually.

Clarifies that school districts may not require students to involuntarily select or pursue a career, career interest, or employment goals through curriculum or employment-related activities.
