Appropriates $1,000,000 in fiscal year 2020 and $1,000,000 in fiscal year 2021 to the Housing Finance Agency for rental housing assistance programs serving persons with mental illness or families with an adult member with mental illness.

Appropriates $1,000,000 in fiscal year 2020 and $1,000,000 in fiscal year 2021 to the Commissioner of Human Services for adult mental health grants to increase availability of housing options with supports for persons with serious mental illness.

Appropriates an unspecified amount in fiscal year 2020 to the Housing Finance Agency for grants to create or expand landlord risk mitigation programs that reimburse landlords for nonpayment of rent and damage costs above security deposits.

Gives higher priority to risk mitigation grant applicants that demonstrate matching funds from local government, businesses, or nonprofit organizations.

Eligible grantees for the risk mitigation fund include nonprofit organizations and supportive housing providers, and must establish procedures to review and validate claims and reimbursements.
