• Establishes three turtle license types: turtle seller's license ($250), recreational turtle license ($25), and turtle seller's apprentice license ($100).

• Requires a recreational turtle license for taking, possessing, or transporting turtles for personal use, which cannot be resold.

• Prohibits renewal or transfer of turtle seller's licenses after the effective date of the bill.

• Allows certain exemptions from licensing requirements for retail outlet purchases, nonresidents exporting turtles out of state with shipping documents, and residents under 18 providing turtles for nonprofit turtle races.

• Repeals previous provisions governing commercial turtle seller's licenses, recreational licenses, apprentice licenses, and associated Minnesota Rules regulating turtle-taking equipment and operations.
