Changes transit financial activity reporting from within 14 days of each fiscal quarter to twice yearly reports due April 1 and October 1, and removes joint powers board reporting requirement

Modifies bicycle regulations including allowing bicycle operators to determine safe distance from roadway curb rather than requiring riding as close as practicable, permits bicycles to cross intersections from dedicated right-hand turn lanes without turning right, and adds new definition of "bikeway" including shared use paths

Allows school buses and Head Start buses to be equipped with supplemental warning systems including white strobe lamps, changeable electronic message signs, and requires commissioner review and approval of such systems prior to August 1, 2022

Modifies vehicle lighting regulations to allow school buses with supplemental warning systems to project white lights to rear and permits larger vehicles exceeding 40 feet length or 10 feet width to deviate from lanes when necessary to drive through roundabouts

Extends expiration date of Minneapolis-St. Paul managed lanes pilot program from January 1, 2022 to January 1, 2026 and requires quarterly budget variance reports from Metropolitan Council
